Whether abusing senior officer even outside office in public place amounts to misconduct?

On the question whether the act of abusing

one’s senior officer, though in a public place,

constitutes a misconduct, the Tribunal
observed that the State and for that matter
the Government would never encourage or
tolerate any behaviour of a Government
servant which could be called as unbecoming
of a Government servant and expect that at
all times he observed a righteous
