Q1:-  Whether the court can appoint court commissioner for framing of issues?

Ans:  Framing of issues is the duty of the Court and it cannot issue a commission for the same.

Q2:- Whether the court can frame or amend issues after passing of the judgment?

Ans:-  Order 14 Rule 5(1) of CPC the phrase is "before passing a decree" which means even after passing a judgment (since decree comes after judgment), a Court has the power to frame or amend issues.

Q 3:- Whether the court commissioner can impose penalties over the parties?

Ans: Imposition of penalty is the domain of the Court and Commissioner cannot do it
