Hence, unauthorized development-unauthorized structure made on a government land or a land owned by other public authorities can be declared as a compounded structure provided two conditions are satisfied namely, (a) NOC from the land owning authority authorized to do so under the law applicable thereto is produced and (b) transfer or allotment or lease of such land to the concerned person is made by following due process of law under the law applicable thereto.
